For example, in terms of circular business model development, such instruments all have a bearing on value creation. Governments and regulators have the potential to be influencing forces in all phases of a building’s lifecycle. In addition, public authorities can take a key role as early adopters and leaders in embedding and normalising circularity.
The transition to a dynamic and circular built environment1 requires both action and vision. This transition will need systemic changes, boosting opportunities and eliminating barriers, going beyond technical innovation. The Framework for Policies, Regulations and Standards provides a roadmap for changes which will allow the transformation of the industry to circular principles, through a set of recommendations to guide policy-makers

Next to “virgin” metal (metal from primary resources, e.g. iron ore), recycled or ‘scrap’ metal is used to create products. Whilst the use of recycled metals saves a lot of energy and processes compared to virgin metals production, the use of virgin metal is still a necessity. This is due to the demand of metal products exceeding the supply of scrap, and because desired composition of metal products is achieved by diluting recycled metal with virgin material. In this report, the challenges of the metals recycling industry moving towards a circular economy are detailed. Both mechanical and health related issues must be dealt with, if the industry is to move to 100% recyclable and/or more recycled products and materials.

Materials Passports developed in BAMB are sets of data describing defined characteristics of materials in products that give them value for recovery and reuse.
Their aim is to: increase or keep the value of materials, products and components over time; create incentives for suppliers to produce healthy, sustainable & circular materials/building products; support materials choices in Reversible Building Design projects; make it easier for developers, managers & renovators to choose healthy, sustainable & circular building materials; facilitate reversed logistics & take back of products, materials & components.

The question is: how does one transform the current linear approach to design of buildings that has one ‘end-of-life’ option (demolition) to a circular design solution that will guarantee multiple life options of the building as well as of its systems, products and materials?
This synthesis of BAMB report D11 looks into three dimensions of transformation (1) dimension of spatial flexibility of building; (2) dimension of technical flexibility of systems and product; and (3) dimension for material flexibility that can make a transition from a linear to circular building. Buildings designed with three dimensions of transformation open opportunities for a great palette of new value propositions of buildings and its systems, products and materials. Those buildings are called reversible buildings.
